The good thing about them is that after the party they can become cute party favors too. To make these you have to make pleats in a crepe paper ribbon as shown. Then tape one end of the pleated crepe paper ribbon to the base of a lollipop and start wrapping it around a lollipop and keep on using the tape as you proceed.
