All you need is to cut a plastic bottle from bottom, invert the cup like part of the bottle onto a water proof foam and draw the base of the turtle.
Cut the foam in the shape drawn.
Then fasten it with the bottle’s bottom with thread and a button with the help of a needle and draw the face.
